We are seeking a knowledgeable and detail-oriented DBRA Compliance Manager to lead federal labor standards compliance across our U.S. projects. This role ensures full adherence to the Davis-Bacon Act and related statutes, safeguarding wage integrity and supporting our commitment to ethical project delivery.
Responsibilities will include:
—Collaborate with internal and external project managers, site teams, procurement, and finance to ensure accurate project accounting.
—Monitor and update compliance with Davis-Bacon and related federal labor standards across active projects.
—Review contracts, subcontracts, and wage determinations to ensure alignment with federal requirements.
—Conduct on-site labor interviews to verify proper job classifications and wage/fringe benefit compliance.
—Investigate and resolve wage and hour discrepancies or complaints.
—Maintain accurate records and documentation for audits and agency reviews.
—Prepare compliance summaries and reports for internal leadership, contracting agencies, and funding entities.
—Deliver technical assistance and training to contractors, subcontractors, and internal teams.
—Analyze wage determinations from SAM.gov and ensure correct rates are applied.
—Classify workers accurately based on duties and conduct field verification interviews.
—Review weekly certified payrolls for accuracy in wages, hours, and benefits.
—Monitor compliance across all tiers of contractors and support DOL audits.
—Initiate and manage conformance requests to add missing job classifications.
—Advise contracting agencies on wage determination selection and enforcement best practices.
—Educate contractors on labor standards and recordkeeping obligations.
—Administer fringe benefit calculations and ensure compliance with cash or bona fide benefit requirements.
Requirements:
—Strong understanding of project cost control processes, forecasting, and earned value principles.
—Deep understanding of Davis-Bacon Act compliance and federal labor standards.
—Experience managing wage compliance on large-scale construction projects.
—Strong analytical skills and attention to detail.
—Ability to communicate effectively with contractors, agencies, and internal teams.
—Familiarity with SAM.gov, certified payroll systems, and federal reporting tools.
—Experience with the Contract Work Hours and Safety Standards Act (CWHSSA) and the Fair Labor Standards Act (FLSA) as they apply to federally funded construction projects is highly desirable.
—Proficiency in Excel, Power BI, and project controls software.
Qualifications & Education:
Bachelor’s degree in construction management, public administration or a related field with a minimum of 7 years of experience in construction or labor compliance.
